Stephen Orchard is 58 and has been Chief Executive and a member of the Legal Services Commission since 1 April 2000. Prior to that he was the first and only Chief Executive of the Legal Aid Board. During this period he has overseen the launch of the Community Legal Service, the Criminal Defence Service and the opening of the first Public Defender Offices in England and Wales. All legal aid services are now delivered under contracts. New methods of delivery have been developed and new suppliers brought into the system. Steve retires at the end of March 2003.
