Andrew was a solicitor in private practice in Northern Ireland until July 2001 when he took up a position as a Legal Officer for the Isle of Man Government with specific responsibility for activating the new Isle of Man Land Registry. He is a Law Graduate of Queen's University of Belfast, having graduated in 1969. He was enrolled as a solicitor in Northern Ireland in 1972 and established his own legal practice in 1974.

Andrew joined the Council of the Northern Ireland Law Society in 1983 and became a member of the Legal Aid Committee in 1984. He was President of the Northern Ireland Law Society in 1993/94 and was appointed Chairman of the Legal Aid Committee in December 1999. He obtained his Masters degree from the University of Ulster in 2000.
