Paul is a policy advisor in the Legal Aid Division of the Northern Ireland Court Service. He has particular responsibility for the reform of legal aid. He was involved throughout the course of the review into the provision and administration of legal aid in Northern Ireland.
Paul had responsibility for the development of the Access to Justice (Northern Ireland) Order 2003 which will give effect to the reform of legal aid in Northern Ireland. Paul is a former Member of the Institute of Internal Auditors. He is married with four children.
